Star Energy Corporation (SEC, 星能) has been awarded the "Guanyuan E/S Substation Civil Turnkey Project" (觀園E/S新建土建統包工程) by the Transmission and Transformation Engineering Department, Northern Region Construction Office of Taiwan Power Company (Taipower) (台電輸變電工程處北區施工處). The project is located in Guanyin District, Taoyuan City, adjacent to Zhongfu Road (Shangda Section).

The development includes two main substation buildings—Building A (four floors above ground and one basement level) and Building B (five floors above ground and one basement level)—as well as a guardhouse, community-friendly facilities, auxiliary structures, and associated cable ducts.

This project is designed to meet growing electricity demand in the Longtan and Zhugong areas, as well as future demand driven by the Taoyuan Aerotropolis (桃園航空城) development. The construction of the Guanyuan E/S substation and the 345kV Datan (New)–Guanyuan transmission lines will help relieve system load pressures and enhance grid flexibility. In the long term, integration with the Longtan Science Park network (龍潭科學園區) will further strengthen system reliability and power quality.

Led by SEC, the project team builds on proven experience from previous turnkey substation projects. Key partners include Ruentex Engineering & Construction Co., Ltd. (潤弘精密工程) , a leader in precast construction, and architects Chang Chung-Yi (張仲怡建築師) and Huang Chun-Lung (黃俊龍建築師), both recognized for their expertise in precast design for Taipower facilities. The project aligns with government policies promoting precast construction and circular economy principles, aiming to shorten construction timelines, enhance quality, and reduce environmental impact. Also, setting a new benchmark for substation structure work in Taiwan.
