The award ceremony for Taiwan Power Company’s (TPC) 2025 Green Environmental Excellence Construction Site Award was held on December 22, 2025, at the Auxiliary Building Auditorium of TPC Headquarters. Following a highly competitive evaluation process, 35 projects were shortlisted, with nine projects advancing to the final review. Final results were determined by a committee comprising experts, scholars, and representatives from TPC’s responsible and environmental protection departments.
With its outstanding performance in the Guishe Primary Distribution Substation (R/S) New Construction Civil Works Design-Build Project (Guishe R/S, 貴舍R/S), Star Energy Corporation (SEC, 星能) received the First Place Outstanding Award in the Transmission and Substation Engineering System Category (輸變電工程系統組), earning this prestigious recognition.
SEC has long focused on the green energy and power engineering sector, providing integrated services across design, construction, and operation and maintenance for projects including cogeneration, solar, geothermal, agrivoltaics, onshore wind power, and large-scale substations. This award recognizes SEC’s effective implementation of emission reduction measures across the project life cycle, supporting its ongoing transition toward net-zero greenhouse gas emissions.
From the tendering stage, the Guishe R/S project adopted low-carbon design principles, prioritizing precast construction methods and integrating energy-efficient ventilation systems, weather-resistant equipment, and expanded green landscaping. These measures upgraded the project from a planned Silver Green Building certification to the Gold level, with continued optimization targeting the Diamond level.
With a strong focus on construction-phase environmental performance, the project team implemented multiple low-carbon and energy-efficient practices while maintaining high standards of safety, quality, and schedule control, including:
1.Use of precast construction methods, PC piles, and precast cable trenches to reduce noise, vibration, and construction-related pollution.
2.Adoption of reusable and recyclable modular plastic formwork to minimize timber use.
3.Earthwork balance design and temporary stockpiling to reduce air pollution and emissions from soil transportation.
4.Use of graded crushed stone and biodegradable straw mats for access roads to reduce waste and accelerate site restoration.
5.Real-time PM2.5 monitoring through a micro weather station and established air quality response mechanisms.
Additional measures included LED lighting, reduced use of diesel generators, reusable temporary facilities, on-site resource recycling stations, strict oil pollution control, and ecological education initiatives. The project team also cooperated proactively with environmental authorities on vehicle emission inspections, further enhancing energy efficiency, emission reduction, and waste minimization.
As a result, the project received consistent recognition during environmental inspections, demonstrating a low-impact, environmentally responsible construction approach. SEC sincerely thanks TPC’s Environmental Protection Department for recognizing the efforts of frontline teams and remains committed to delivering high-quality, sustainable engineering projects that support the long-term transition toward net-zero greenhouse gas emissions.
